Our Governors

A Multi-Academy Trust (MAT) is a legal entity accountable for the running of the organisation and all the academies within it. The MAT is a charitable company limited by guarantee, and has multiple layers of governance: the Members, the Board of Trustees and Board Committees, which include a Local Governing Committee for each academy within the MAT.

The Local Governing Committee serves as a sub-committee of the Hope Sentamu Learning Trust York Board of Trustees, and their responsibilities are set out within the Trust’s Scheme of Delegation. If required, the Board can either delegate more powers to the Local Governing Committee or withdraw powers in exceptional situations. Governors are not involved in the operational running of the academy; the daily management of the academy is the responsibility of the Principal.  All decisions are made as a group; governors are there as a corporate body responsible for the governance of the academy and not to represent their own interests or the interest of others.

What does the Local Governing Committee do?

Local governors have three central duties:

            i) setting the vision of the local academy
            ii) holding the Headteacher/Principal to account
            iii) and ensuring the academy’s financial management is to the highest possible standard.

Governors carry out their tasks in a number of different ways, through regular meetings and visits to the academy. Meetings are held at least once a term.

The Local Governing Committee provides the school with a wide range of skills and experience which supports the Senior Leadership team in vital decisions that enhance the academy’s environment, curriculum and delivery of the best educational experience possible.

Committee Structure

The governing body has three sub committees who each have responsibility for holding senior and middle leaders to account for various aspects:


Resources Committee

This committee is responsible for staffing, HR, finance and all aspects of leadership.  They meet on a regular basis to ensure financial accounting is appropriate and schools budgets are managed well.  This includes reviewing and approving start and revised budgets and the overview of the school fund charity account.  They review all requests for pay and progression considering outcomes, evidence and impact as well as attendance.  They lead on any restructure recommendations from the Principal and other senior leaders and participate in disciplinary/redundancy and attendance panels as appropriate (with the exception of staff governors).  They consider safeguarding matters and the link Safeguarding Governor is also on the Resources Committee.


Standards Committee

The governors review and challenge all aspects of achievement for the students at Barlby High School.  They consider data provided by the senior leadership team at all levels of KS3 & KS4 including investigating key groups such as Most Able, boys v girls, disadvantaged, SEND and others.  Governors also participate in book scrutiny, lesson drop-ins, Faculty Area Reviews and visit school to link with individual faculties/aspects.  They consider attendance and behaviour due to their strong links and impact on outcomes and achievement of students.


Skills and Training

Governors do not need specific skills, but many of the tasks they are required to undertake can benefit from general business knowledge such as understanding management systems, budget planning and HR functions.

Local authorities are required to ensure that training for governors is available and most governing bodies buy into their local authority training packages (which may include online learning) to ensure that governors are properly inducted to their role and trained for specific tasks such as appointing the Principal and then carrying out the Principal’s performance review.


Barlby High School Governor information

The LGC is made up of:

The Principal, three Parent Governors and one Staff Governor. The remaining governors are co-opted and all the above governors have full voting rights at Local Governing Committee meetings and on their relevant sub-committees. There are two governors employed by Barlby High School, Julie Caddell, Principal and Sandra Chambers. There are no relationships between governors and any members of staff in school (in terms of spouse, partners or relatives).
